The Memorial is the bottom house location in the second area, isolated on the island at the far south of the map. There is a statue on the island. Put your limousine to the south of it, between the two pillars, and let it sit there for a minute (you don't need to do anything else; in fact, you should simply set down your controls and wait). It will pop after a bit.
