At the beginning of the game, after you complete the initial quest with the rat in the bar, you'll find yourself outside the bar in Houton. If you head just slightly west you'll pass a well and see a puppy near by it. Go talk to the puppy and choose to b nice (rather than snarky) and you'll make a friend and unlock the achievement.
