You unlock strafers on one of the planets in the third star system. It's possible to skip this level, make sure you play it. Build collectors or relays out to the green square that's far away from the spawners. Then build and power fifty strafers in that mission to unlock the achievement.
Remember, you can continue building after you win the level by not accepting your victory.
