After you meet Rottytops for the first time, she'll give you a puppy, this puppy is Wobble Bell, the Chef Girl's pet dog who has gone missing, Chef Girl is at the Tangled Forest, follow this map to find her:

And while you're at it, hit Wobble Bell with Shantae's hair and you'll get another achievement
