After you meet Rottytops for the first time, she'll give you a puppy, this puppy is Wobble Bell, the Chef Girl's pet dog who has gone missing, Chef Girl is at the Tangled Forest, follow this map to find her:

When you talk to her, she'll ask you if you can have Wobble Bell back, say no and you'll get an achievement! Aftwerwards, you'll get the Tasty Meal and give it to Squid Baron for giving her dog back.
Then, hit Wobble Bell with Shantae's hair and you'll get another achievement and lots of gems
