I did this with Tyrion, as he starts surrounded by friendly factions. You will get most from other high elves and to get the rest I send out heroes early, to meet as many other factions as possible as early as possible, before they get swallowed up by the bigger ones. Spend you influence where necessary, get some settlements with recourses others may want and you should have this achievement fairly easily.
