This achievement requires the player to play as the High Elves, and as of writing, can only be obtained in the Eye of the Vortex campaign, even though that part is missing from the description.
You need to start as a high elf faction, for example Tyrion, and conquer the White Tower of Hoeth city in the Saphery region of Ulthuan. Then the city needs to be upgraded to a lvl 5 city. Build the Library of Hoeth and upgrade it to the White Tower of Hoeth. The achievement should then unlock.
I personally tried this in Mortal Empires but I can confirm that doesn't work (as of June, 6th 2018). It seems that other people noticed the same on the official forums.
