  You can do this during the prologue or at any point later in the game. Pick a weapon which you own (e.g., combat rifle), view it in the inventory, then make sure you buy both a silencer and laser sight from the inventory screen.
  
  You can always save the game before hand, get the achievement, then reload to get your money back.
