you'll need the Hard Hat (basically, Hardcore Mode) which is found in the Prologue. If you sell some stuff to Crazy Pete in the bar, he'll tell you about level 40 in the mines, which will then appear. When you access it, it will allow you to put on the hard hat which you can't take off.
