After spending an annoying amount of time trying to get a level 25 rune, I've compiled information regarding how the rune calculations work. This also works for the level 30 rune achievement, just have the Warchief be level 25, rather than 20.

The rune you get from killing a Warchief or a Captain is tied to their level + several modifiers. You kill a level 17 Captain with no modifiers, you'll get a level 17 rune, etc. The modifiers are as follow:

    +2 for being a Warchief
+1 for having a Death Threat against them
    +1 for knowing their weaknesses
+1 for killing them with their weakness (must be an insta-kill weakness, very difficult to get a level 25 Warchief or Captain who still has one)
    +1 for exploiting a fear/rage
+1 for being a revenge target (they've previously killed you)

The fastest way that I've found is to get a Warchief to level 25, have him kill you, know his weaknesses, and have a death threat on him. Now, the important thing to note is that if you kill the Warchief, it's likely that you'll get an Epic Rune rather than a level-based one. The way around this is if you have the Warchief die by means other than yourself, such as a wild caragor/graug, or a branded Uruk (I used the Warchief's bodyguards to accomplish this), he will be guaranteed to drop a level-based rune. You can still get a level-based rune by killing him yourself, but why take the chance? Hope this helps anyone who had issues like myself.

PrettzLYou actually shouldn't issue a death threat to your farming target for this as all it does it increases the chances the rune will be an epic and epic runes do not have levels.

Death threats only give them a guaranteed entourage of normal orcs which doesnt include their bodyguard captains, a "gang" as it were which can be a random modifier for orcs.

L4DANathanYep, that's why I explained how to guarantee a level-based rune in the lower paragraph.

PrettzLBut that's not how it works though, it still only increases the chance of the rune dropping as an epic and not a normal rune. It doesn't add to the level of the rune either to issue a death threat.

Uruks, even ones under you control, beasts, even those under your passive control, who kill captains or warchiefs negate all potential added bonuses to the rune.

You have to get the kill yourself with your own attacks (This includes shooting fires, and grog, and poisoning grog) or be riding a beast actively and attacking with it by controlling it manually for rune bonuses to be applied.

L4DANathanThat's untrue, as that's how I got mine. I had a warchief with a death threat, whose weaknesses I knew, and they were a revenge target. I then got them killed with a branded bodyguard, and he dropped my lvl 25 rune (also how I got the level 30 rune, so I've actually done it twice). Perhaps it requires that you at least attack them before they are killed by the bodyguard, as I did get him low on HP before turning the bodyguard on him.

PrettzLJust so you're aware, the game has been patched since you unlocked this achievement on Halloween last year and that method no longer works. Death threats do not add +1 to the rune value upon kill and your character must land the final hit for rune bonus points to be applied.

L4DANathanAccording to Steam, the last patch was in May 2015. This is also the version that my game is currently at, with no updates queued. I'm afraid you have false information. http://store.steampowered.com/news/externalpost/steam_commun...

L4DANathanGame is still version 1951.27, Steamdb must either be wrong or it's something unrelated like the Steam page being updated.

WattoJust for clarity, the solution works perfectly, exactly as it is described. Level 20/25 war chief, with death threat + revenge kill + known weaknesses + letting your branded kill him = achievement unlocked.
