To get this achievement you need to be in the 2nd Office and name a game called "Theme Hospital" and it is after the "PC Upgrade".
Here is how to trigger this upgrade.
After Y11 M6 W2, You need two staff as well as 5M$ in the bank. The building doesn't actually change at that stage, This office upgrade is triggered by the "we should upgrade our PCs" dialogue.
After you click upgrade, create the game as you will see the brand spanking new PCs :)
