To Obtain the Ultima Weapon you must complete the side quests for Takka, Cid and Sara.

You must use the following character as the main character in the formation when you speak to Mog to find new letters:

    Takka - Refia
    Sara - Ingus
    Cid - Luneth

You will eventually get a letter from Sara about her broken pendant. Go see her as Ingus and receive the Pendant. Once you get it, head to Takka to see if he can repair it. He can't as it is beyond his abilities. From there check for new messages from Takka with Refia. It might not be there right away so continue with the story and continue to check.

You will eventually get one that mentions a Legendary Smith. You can find her in Saronia North Eastern District. She will be on the right side in front of the trees. She has whitish hair. She will fix the pendant for you and ask you to get Orichalcum.

Continue the story until you get a message from Cid about a monster in his basement. Go to Canaan and kill the Beast Aeon and he will drop Orichalcum. Talk to Cid and he will identify it. Continue with the story until you unlock Eureka. Once unlocked, head to Falgabard where you will find the Legendary Smith and she will use that metal to make the Ultima Weapon.

NOTE: From here on she will travel randomly to different locations. If you find her, speak with her with a character with a lvl 99 job set in the party and she will give you 1 item per Job title. So you will only receive the item for Freelancer once, you will not get one for each character. She also only does one item at a time so if there are multiple lvl 99 jobs in the party then she will give the item for the first one on the list.

DarkDan88The legendary smith appears in the North Western sector of Saronia. Not North Eastern.
