  Start as Ottomans, move your armies close to Albania and as soon as you can declare war, start a war a beat Albanians army with general with a army without leader and this achievement will be yours.
  
  Army size is better then trust luck.

  For sure your option is the fastest and the easiest. However just got the achievement through sheer luck. In late game I attacked an enemy 3 star general with two different armies. The army without general arrived first and although the second army with general arrived shortly I still received the achievement
