Most easily acquired in Meio's tower. As you ascend on the right-hand side, there is a platform with two guards standing on it which teleport when attacked. Using the ordinary red cypher, attack them through the platform with uncharged attacks, one attack at a time; every strike will miss them but fill your hit meter. Continue doing this until you fill your hit meter, then sit beneath the platform and wait for it to wear off. Then, start attacking again.
