  Gordon Yex is on the lower level on Earth. Talk to him and he will take you to Terra. She will tell you to buy 60 Shara Pods and bring them to her. Talk to Gordon again to get back to the trading hub. Buy the Shara Pods and talk to Gordon to get back to Terra and give her the pods.
