You get this after obtaining the pickaxe. Groove(the miner underground) tells you to go to his friend(located in the "Allan add world zone" first the friend then asks for a long list of items. They can be obtained in a box at the top left of the area he is in. Go back and talk to the friend. He then gives you a bindle. From there go back to the miner who gives you the pickaxe and the achievement will unlock.
