    A Blackout Occurs When You Have More Buildings Pulling Power Than You Are Generating.

    You Will Probably Get This Achievement On Accident, But If Not - Simply Build Over Your Power Limit, Then Select A Building And Turn It Off, Then Back On, 10 Times.
    Achievement Pops.
