The Elephant: Election Day.
Primary: AK17 modded with a suppressor
Secondary: Tatonka SMG modded with a suppressor
Melee: Rezkoye
Recommended equipment: 2 ECMs (max ecm skills)
Difficulty: Normal/OVK
Simply place down an ECM so the alarm doesn't go off and tag any truck. It shouldn't have to be correct for this achievement.
While you're at it, you might as well get this achievement by playing on OVERKILL:
