When talking to Rolan choose "The war is stupid". Go to the left and talk to Muriel, go to the right and talk to Heremon twice. Move back in between the two cells and there will be an earthquake. Walk to the left and choose "Go see what's wrong". Rolan will send you back in. Walk to the right and talk to Heremon again. When Rolan reenters and draws his gun, select "Do Nothing". Walk to the left and chose to go to "Ground Floor (Exit Prison)".
This is time related and you have to do this quickly. If you don't get the achievement, you'll have to do it again, but as quickly as you can.
