First of you have to be friendly with Johnny for this to even come up.
This one is pretty late in the story (In other words as long as you haven't beaten the story don't worry about this quest till the very end), I'll tell you what you need to complete and what mission you should be at first.
Main Story Missions that must be completed to even start rouge's quest
Transmission,
Tapeworm (Let Johnny take control of your body to find and talk to Rouge),
A Cool Metal Fire
What exactly am I suppose to do till the quest?
After helping the Voodoo Boys (Clearing the mall), let Johnny take control of your body till you wake up with rogue in front of you. Boom you have now unlocked her side-quests!
After completing these you will get the final main story mission:
Nocturne OP55N1
DO NOT DO THIS YET, This is just a point of interest and a pointer of where you should be story wise.
The mission "Chippin' In" will be available, wait for Rouge to contact you (took a few in-game days for me)
SideQuest missions:
Chippin' In (I recommend you don't kill the guy and take the card from him.... trust me its worth it),
"You know that movie... call her for me... you will need to sacrifice control over to me again..." - "Yes I'll call her"
Blistering love (This appeared IMMEDIATLY for me)
Talk to her at the movie and kiss her (Achievement unlocked)
