After you meet Panam and complete some main jobs with her, you'll gain access to her first side job,
'Riders on the Storm.' make sure to ride with Panam to the camp,
'With A Little Help From My Friends.' Complete it.
'Queen Of The Highway.' Complete it as well, and this achievement will unlock.
