After looking through many forums on a solution to this achievement I believe I have finally found a legit way to get this. Most people seem to have unlocked this early on by clipping through the Whirling-in-Rags. As of 4/2/2020 that seems to have been fixed.
I take no credit for finding this solution or the video. All credit goes to Zero J. I simply wanted to share.
Following this, I was able to get this on my first try. I think a few things need to happen in order for it to work.
1. Position yourself in the location in the video. This is in the Doomed Commercial Area. You'll know you are correct when Kim turns and runs down the hallway. (I don't know if Kim actually running away is needed, but worked for me.)
2. Unequip your flashlight so you are in total darkness. (Just being in the dark may be enough.)
3. Save your game. Use a fresh save in case something weird happens.
4. Load your game.
5. Achievement!
Many suspected this was a joke by the developer on various clipping issues that were previously in the game, and they seem to have been correct. The game will try to load you in a "safe" location to avoid any glitches/clipping issues, hence the teleportation to the lighted area upon loading the game.
This is just a way to easily create that situation for those still hunting this.
