The reworked ideology system in Brave New World does not count for getting this achievement. You will need to disable BNW to unlock it. To do so go to DLC in the main menu and uncheck it. Once you have, simply set start to Information Age, found your city, and take one turn and the choose policy prompt will flash. Put everything into the Freedom tree. You should have enough culture to completely unlock it and get the achievement.

woodrow419I must have started with the wrong Civ because this solution took me 7 turns! But turning off BNW definitely worked... This also works with Autocracy and Order

FRAGNARLOTHBROKI only have BNW and base Civ 5 (i.e. I don't have G&K). So I reset it to base Civ 5 and not G&K.

I set it to "Future Age" and Quick Turns. Then I made sure I only used one of my settlers to found a city (I believe policies get more expensive the more cities you have, in order to counterbalance the additional culture that each city produces).

If you follow those 3 steps (Future, Quick, 1 city), you should have enough culture to adopt all the policies in any given tree (with quite a bit of culture left over).

The BiodreamerThere is some other way to get this without disabling BNW, such as playing an old scenario like "Rise of the Mongols" and gain them there. However that is not fast or smooth as just disabling it and do above solution. Because that specific scenario isn't suitable for research + culture based game style, But maybe one of the other I haven't played yet is. You can always do it on overtime ie after winning the scenario.

    - After Putting All Units On Alert, Choose Production And Research; Click Next Turn.

Step 2/Turn 2: You Get To Choose Social Policies This Turn.
    - Fill Out Whichever Track You Wish To Explore
    - You Are Left With 216/255 Culture And +6 Culture A Turn.

Step 3: Play Seven More Turns

    *Help Disabling Active DLC*
Do This On The Main Menu In Civilization V Labeled "DLC"
    - Uncheck The DLC You Want To Disable (Brave New World) Before Playing.

If This Does Not Work For Some Reason, You Can Also Uninstall DLC
    - Right Click The Game In Your Steam Library > Manage > DLC > Uncheck BNW (Would Require A Reinstall Of The DLC Afterwards)
    ------------------------------------

    Good Luck!
