Any excess happiness from your citizens goes towards starting a Golden Age where you increased production from cities. You'll almost certainly get this in your first game just playing naturally but an easy way to get it is to start any game in the Renaissance Age or later. Found a city and you will get three social policies to spend. Unlock Liberty -> Citizenship -> Representation and you will get a Golden Age right off the bat!

BiibeI tried this - doesn't work. Maybe you have to trigger it naturally with excess happiness.

edit: Looks like mine is just glitched. I have played several games and entered into Golden Age multiple times in many ways but no achievement so far.
