This is very simple,
In order to unlock this achievement, you need to begin any kind of game and select any Civilization besides Venice. Reason is Venice can only build one settlement.
Once the game is up you can train the unit, "Settlers" and once are ready you can go to the map nearby and found a new City.
You can also find settlers in ruins while you are exploring the map with your scouts or armies.
