There is a certain amount of RNG involved in this since you need a game that has both the Giant's Causeway and Armagh as a city-state. You have to become suzerain of Armagh in order to gain access to the monastery improvement, at which point you can build one in a city that has tiles within a radius of 2 hexes of the giant's causeway.
    Showing both comments.
DellaVieFuther to the above, you can also just create the scenario and set the city-states to any number you like, and then remove all the available city-states until it matches your number (ensuring that Armagh is included). Then remove all wonders except Giant's causeway, guaranteeing they will both generate in a map.

MissDirectExcellent point, DellaVie! I can't remember if this was always a feature - it may have been added by a DLC I didn't own at the time I wrote this or of course I could have just not found the feature until later, but that definitely simplifies things!
