Start the Season of Revelations campaign as either the Wood Elves or Argwylon.
During this campaign you'll have a new resource, Amber. The only way to get Amber is by occupying settlements. You'll start with ember for the settlements you already got.
You can spend Amber by doing certain researches, buying higher level units, or upgrading settlements. After spending your first Amber you'll get this achievement.
