How to unlock the Purple Reign achievement

    The cities must have the Phonecian harbor. You can’t capture a city with a harbor, it needs to be a built from the ground up city. The option will not appear in captured cities to move it.

    Plus, you can move your capital to your next biggest city on the same continent and it will count as one of the four needed.
