Heroes will upgrade on their own with XP during games but can also upgrade quicker by spending in-game currency earnt from popping bloons. Once the hero is at level 10 you will unlock a new ability that shows in the bottom left of your screen. Click on this ability whenever you want to unlock this achievement.
