  In order to unlock the quest, you must finish the quests

  *** Spoiler - click to reveal ***Darkness Returns, Imitation Amnesty, Silver Lining, Summerset Shadows, and The Dainty Sload

  
  In order to get these quests, you must complete 5 jobs for Vex or Delvin in each of the 4 major holds, Whiterun, Markarth, Windhelm, and Solitude. After the 5 jobs are complete in the hold then the special job, named above, will appear
