Drive Jouko ("Jokke") home from the pub.
Jokke will randomly call you between the hours of 02:00 and 03:00 and ask you to pick him up from Pub Nappo in Peräjärvi. He will wait across the road at the bus stop for you to pick him up. Drive him to his home on the East side of the map. You can take either the dirt road out of Peräjärvi through Loppe (where Fleetari is located), or use the northern highway and turn back inland at Loppe. Jokke's home is located just past the train tracks when approaching from the north.
