Create a scenario wherein you just remove all world wonders except Yosemite and Crater Lake. Then go settle. Remember that Naturists only create parks in a diamond formation, cannot overwrite a district and you must own all the tiles for the park to exist (take note where you put your city centre).
Quickest way to do it would be to set the mode to easy, one landmass, one enemy, no city-states, information era, and no barbarians.
(As a rule whenever I'm trying to get a specific achievement I also set victory conditions to be domination, religion and score only, and the turn limit to 1,000 so you never have to worry about the other player finishing up before you manage to get your achievement)
