How to unlock the Army of Cthulhu achievement

    To levy the military, they must first have a military.

    Second, you must be suzerain of them.

    Third, you must have enough gold to levy. It will cost different amounts of gold depending on the strength of their military.

    If all of these steps are succeeded then you can levy the military by clicking on Nan Madol and then clicking the levy military button at the top of the city state tab.
