You unlock Special Abilities by beating the third/final episodes of each world, you use them to go back to previous levels and collecting things that you weren't able to access before, such as a Laser for opening boxes in the Toy Story world, a Glide ability to reach other locations in the Ratatoullie World and a Whip to open different areas in the Up World.
I don't remember if that works the same with every world, as i remember the Cars world has 3 abilities, those being the missiles, the spin and the glide, but just keep playing the episodes and should get one of them.
The game is quite glitchy with achievements due to the game limiting yourself to 1 achievement after beating a stage, so you should unlock this after beating a few stages, if not, then beat Daycare Dash as Buzz and the cheevo will unlock by force.
