There is three items you have to upgrade to unlock this achievement: gumgumgun, bazooka and the bucket. Both gumgumgun and bazooka upgrades can be bought at Betty's Shop in Old Town (first section of Popo City). To upgrade the bucket, you have to find a lonely blusser in the underground tunnels and throw your bucket at the pedestal.
