This achievement can be acquired in chapter 7 "A dark escape". At early point of this chapter you will go to fetch hot takoyaki for Makimura, go to the booth and buy required dish. All you have to do now is wait 15 minutes for the dish to get cold. After this time the achievement will pop up.
