Whenever you cast Time Stop on an enemy, the bullets you shoot at him get frozen until the stop wears off and then they all hit him at once. You get this achievement for time stopping a total of 1000 bullets cumulatively (it isn't 1000 in one go). Since you'll likely be using Time Stop as a major strategy to work through the game, you should actually earn this fairly easily.
