  The user "Nobody" on the Steam Community forums have discovered a way to unlock this, by installing a previous patch version of CSS. (v72 to be exact).

  Seems the original guide has been removed, here are the basic steps to be done. I unfortunately cannot confirm if this still works, if anyone gives it a try i would love to hear your feedback.
  
  1. Download the previous version of CSS - v72. I do not have a link, but should be available around the web. To make sure that you are downloading original, non modified files, i would suggest checking the digital signature of the .exe file. Should be signed by Valve.
  
  2. Install CSS and overwrite the files with v72. Make sure that Steam does not auto update.
  
  3. Set date on your PC to Christmas day 2011.
  
  4. Play against some bots, and they should sometimes drop presents when killed.
  
  When done, i removed all files and had Steam redownload the current version, but i suppose a file recheck might do.

  By following this guide (joining the server) you'll be able to do the achievement normally (picking gifts from the ground upon fallen opponents).
  
  EDIT: Until recently, using this method was not permitted on AStats. Now it is, and there's a better guide as well: https://steamcommunity.com/sharedfiles/filedetails/?id=22965...
  This guide adds another solution: the ability to self-host a server with the plugin in question, allowing you to unlock the achievement.
  As I write this, websites such as 100pals, Exophase, MetaGamerScore and Steam Hunters are currently studying and evaluating the method so do this at your own discretion. Don't know TSA's stance on this.

  This achievement is, as of 2016, unobtainable. The original way of achieving it was by grabbing gifts dropped by opponents (bots or other players) after you killed them. The achievement was tied to the Winter Event of Christmas 2011.
  
  Since then there have been many discussions in possible strategies of how to get it, with one consisting of changing the PC date to Christmas 2011, but it has since been proved that this won't work. Just check the old Steam forums or the Steam Community CS:S discussions and you can see the frustration around this single broken achievement.
  
  People who are getting this achievement in recent times most probably cheated using an unlocker.
  
  Edit: As of 2017, there is a new way to get this achievement without using an unlocker, you can change the version of the game. Some achievement stats sites are not allowing this method, and I'm not sure if TSA allows it as well, so you need to do it at your own risk.

  you can still get it by installing a previous version of css yea its not the complete legit way of getting it but its better than using sam .   Thanks for your comment, Danny (and sorry for my really late answer). Although it's nice that people found a solution for this since these discontinued achievements are so annoying, i don't know if the TrueSteam Achievements community allows it, so i can't recommend using that method :(
