  Simply kill all of the MJ12 troops, commandos, and the gatekeeper during the cemetery level. All except the gatekeeper will spawn after the conversation with Dowd in the crypt.

  You also need to talk to Joe Greene about Dowd in the clinic in Hell's Kitchen, when you go to meet Dowd in Chapter 8.
