During your first visit to Wan Chai (immediately after the MJ12 heli base). Proceed to the canal road tunnel, which can be found nearby the Police station and the closed temple. There's a big green sign to help you out. Down in the tunnel you'll find a triad war taking place. Just follow the tunnel on the left until you reach a police blockade. Jump over the blockade and the achievement is yours.
