Very easy to do if you have the "together for victory" dlc. Simply go down the focus for "partition" than "swastica clubs" than "Join germany." I would recommend turning on "historic AI focuses" if you have the "waking the tiger" dlc or to disable it to prevent Germany from choosing the "oppose hitler" focus.
