This is probably easiest in the Arks scenario (as you don't get any more people other than the 1 worker), but it can be done anywhere (in theory)
Build a few workshops early on, and focus on researching Bunkhouses. You can research Tier 1 first and then the houses.
Build however many you need, and be sure to never build any tents.
Finish the scenario (win and loss will both count) to get the achievement.
