To get this, acquire Requisition Points by completing missions quickly and with many kills. Spend them between missions on the boxes to the right, down and right again until you reach "Neptune Specialist I." It's the orange boxes.
Next, capture a control point in a mission. Choose to recruit a new Neptune. Achievement will unlock immediately.
