You can get this achivement in the Rail Nomad Camp, on the north side of the map you will find a hobo camp where Scotchmo can be found. Once you allowed him to come allong go to the southern part of the map where Gorkinivoch's Bar is and buy five snake squeezins. It is important to give them to on of the rangers as Scotchmo wont steal from any of the side characters. After few seconds it will be stolen and you will get the achivement.
