In a late game run, build a ton of Small Solar Panels as they only cost 0.8 metal.
This achievement unlocked for me when the in game command menu stated I had 603 building although I did have a bunch of ghost solar panels placed down ready to be built. So it may not be necessary to actually construct 1000 buildings.
